Head of Group for QHSE and Maintenance

To lead, develop, deploy and maintain a comprehensive approach to the enhancement of our quality, health, safety, environmental and maintenance standards across the Pall-Ex Group.


To push the boundaries of current achievements through the continuous improvement of those standards currently in place using the appropriate recognised quality, health, safety and environmental legislation and industry best practice as our minimum base line standard.

Location: Pall-Ex Head Office, Ellistown Leicestershire LE67 1FH and Fortec Distribution Network, Watford Northampton NN6 7XY

Responsible to: Managing Director/Operations Director (Fortec/Pall-Ex)

Department: QHSE/Maintenance

Principal Accountabilities:

  • Lead, develop, deploy and maintain the Group initiatives to drive continuous improvements for health, safety, environmental and quality (HSEQ) performance

  • To lead the group maintenance team and function to improve general standards and control costs, ensuring we have a safe and reliable operation supported through robust and cost-effective maintenance of our sites

  • To produce a plan which will be presented and endorsed by the UK and Group Boards which will achieve the company standards and support the Groups ambition

  • To achieve the Group targets for near misses, accidents and Riddors contained in the five-year Business Plan

  • Maintenance of the BS OHSAS 45001 Occupational Health and Safety

  • Maintenance of the BS OHSAS 14001 Environmental Management

  • Maintenance of the BS OHSAS 9001 Quality Management

  • Attend and participate in the Association of Pallet Network (APN) meetings

  • Chair H&S management meetings at Depot and Group level, ensuring minutes are taken, issues reported, and actions followed through

  • Proactively introduce initiatives which support the company’s green ambitions through introducing environmental improvements, controls and targets, ensuring company-wide compliance with legislation and EHS guidelines

  • Continuous development of processes through design and supply to enhance environmental, health and safety performance

  • Maintain and report on related measures and advise/direct the Operations Director and Boards to improvement opportunities

  • Communicate consistently and effectively with both staff and network members to ensure the company key standards and policies are known and understood across our business

  • Identify key risks to our business and take action to eliminate those risks

  • Ensure both corporate and legislative compliance in environmental and health and safety matters

  • Liaise with HR to ensure all health and safety issues are dealt with in a timely and consistent manner

  • Identify safety training needs and ensure all persons are adequately trained to safely carry out their duties as defined within the Health and Safety management control

  • Adequate provision of first aid and welfare facilities and support

  • Proper and timely assessment of risks to the environment, health and safety, and implementation of measures and arrangements identified from the assessments

  • Liaison with other organisations and relevant authorities, and assistance and co-operation concerning audits and remedial actions

  • Prevention and precautions against, or adequate control of, exposure to hazardous substances, and danger from flammable, explosive, electrical, noise, radiation and manual handling risks

  • Recruitment, selection, management and development of health and safety direct reporting staff

  • Ensure effective contingency planning arrangements are in place to control potentially serious hazards or situations of imminent danger.


In keeping with accepted principles of good working practice, you may be required to undertake additional and/or alternative duties, as directed by your Line Manager.


General Responsibilities: 

  • To ensure the robust and consistent maintenance of our sites is managed effectively

  • The objectives outlined within the Health and Safety Policy Statement and Management Control System are fully understood and observed

  • The Health and Safety Policy and Management Control System are regularly reviewed and amended as necessary

  • Suitable risk assessments are carried out covering all processes and activities carried out by Pall-Ex Group, with adequate records maintained

  • All relevant registers, notices and documents are maintained and available for inspection, working towards and supporting Company goals, values and objectives

  • Ensure the highest level of quality of service is provided to both internal and external stakeholders at all times

  • To complete all necessary administrative duties
